Shelbyville, IN - Several mossbacked Republicans are challenging U.S. Rep. Dan Burton for his seat in Indiana's ultra-conservative Fifth Congressional District. One member of the herd is Luke Messer who currently resides in Shelbyville. Messer recently announced the opening of a campaign headquarters here.

In the announcement, Messer said, "I'm proud that our base of operations will be right here in Shelbyville. In the coming months, we will likely open additional offices, but it was important to me that we have an office in our home community."

Messer, who regularly refers to himself with a plural pronoun, also named appointments to several top staff positions, then concluded the announcement with the following remarks, "We've accomplished some great things over the past several months, now it's time to get ready for the stretch run. We are committed to running a grassroots campaign with the financial strength necessary to win. And, we now have the team in place that we need to make that happen."

According to the announcement, Messer's Shelbyville campaign headquarters is located at 2 Public Square.

I was curious to determine exactly which commercial building was harboring the Messer campaign so I strolled downtown in search of the recently announced headquarters at 2 Public Square.

Funny thing, though. I couldn't locate 2 Public Square.

I did find a Messer campaign poster in a window of a commercial building on the northeast quadrant of Public Square. However I didn't see an address number displayed on the building, therefore I can't be certain where the headquarters is located.

When I returned home, I looked up the City of Shelbyville Indiana Code of Ordinances on the city's website because I recalled previous discussions concerning building addresses.

Chapter 95 of the City Code, titled (95.10): NUMBERING HOUSES AND BUILDINGS says "THE NUMBER ASSIGNED TO ALL HOUSES OR BUILDINGS SHALL BE PLACED UPON OR FASTENED TO THE HOUSE OR BUILDING BY THE OWNER OR DISPLAYED PROMINENTLY ON THE PROPERTY. ALL NUMBERS USED FOR THE DISPLAY OF THE ADDRESSES SHALL BE NO LESS THAN THREE INCHES IN HEIGHT, OF A COLOR CONTRASTING WITH THE EXTERIOR OF THE HOUSE, BUILDING OR SIGN AND DISPLAYED IN SUCH A MANNER THAT THEY ARE VISIBLE FROM THE STREET OR PUBLIC THOROUGHFARE."

Whoever violates any provision of the city's code can be fined up to $2,500 for each offense. And, "a separate offense shall be deemed committed for each day during which a violation occurs or continues."

Looks as if whoever owns that downtown building may be in violation of a City Ordinance. Wow! That could get expensive!

Of course, I realize my eyesight is not nearly as good as it once was, so perhaps I merely overlooked the street address numbers. If anyone would like to help me confirm the location of Messer's new campaign headquarters, I would appreciate your assistance. Thank you.

It has been almost 1 month since you pointed out Sponsel's violation and yet nothing has been done. I have been telling everyone I can that Sponsel only makes laws - he does not observe them. I hope that he never wins another election because he is the epitome of a bad politician. He is clearly in it for the personal gains and not to truly represent the city. He should have immediately went on the record noting his error and then swiftly corrected it. He is sticking his nose up at everyone and the entire community by refusing to correct the "his violation". He is a jerk for acting this way and mayor and city should not be afraid of him even though he thinks he is a big shot. Messer should distance himself from Sponsel if he wants to have half a chance in winning an election.

I went downtown to check out this building. You are right Dee, it is not marked. Why hasn''t anything been done about this? Is it because Sponsel thinks he is above the law because he is a member of the city council? If it were anyone else, the board of works would be all over them!! Ferguson would probably march everyone in the meeting down the street to review the violation. Our city "leaders" are such a joke!!! Someone needs to let Tom Debaun know about this violation because he plays fair and goes strictly by the rules. I should know - I had to deal with him before. He was professional and polite, but he sure lets you know what the ordinance is and if you don't get your violation resolved, you will face fines.

My suggestion is to fine Sponsel for everyday he has not taken care of this violation. The city could just take it out of his council paycheck to make sure he pays the fines. And to think that he is thinking about running for mayor.. WOW, that''s scary!
